The police officer is checking the driver's eyes to see if his pupils are constricted or dilated. Abnormally large or small pupils can indicate (alongside the other tests) if the driver has been taking drugs and may well also indicate which drug.

During the test of touching your nose with your finger, the officer will watch to see if the driver uses the hand indicated by the officer, whether the finger touches the nose or another part of the face and also if the driver sways at all.
